I don't think the cops are COMPLETELY corrupt. Even Brant, in
some ways especially Brant, has lines he will not cross. He
will intimidate, screw his partner's wife, take bribes and
even steal (though he'd probably describe it as a orivilege,
not theft), but he would not let a bad guy go free. He may
even take the law into his own hands and mete out more
punishment than the law would or could.
Although certainly terribly corrupt, he has a personal code
he sticks to. In many ways, that's what makes him so
fascinating, watching how this code manifests itself,
sometimes leading to some initally surprising acts on his
part.
